Even though there were only four days between the American (November 17, 2003) and Japanese releases (November 21, 2003) of Mario & Luigi: Superstar Saga, there were changes made for the Japanese version of the game. One of them was touching up Bowser’s “hitting the screen” sprite at the end of the game to look goofier.
In Mario & Luigi: Superstar Saga, failing the second input in the Chopper Bros. move will cause this animation to play.
